Parliamentary Tactics in the Senate
Two Cents - Your Two Cents!
When the Democrats lost their super majority in the Senate with the election of Scott Brown (R - Massachusetts), talk immediately began about how President Obama would be able to pass the most important item on his domestic agenda - the health care reform bill. After weeks of bitter feuding and unrivaled partisan positioning, it is now expected that the Senate will use reconciliation, a parliamentary tactic which allows for bills to pass by a simple majority, to get the bill through.

Question: Should the Senate use reconciliation to get the health care reform bill passed?

written by Kirk Adams, March 05, 2010
This legislation is important and should not be bullied through the system. I think you will find that most Americans are in favor of reform but are concerned with how it's being done. The costs in this measure are grey at best. Obama is seeking a simple majority because he knows that most Americans object to the bill in it's current condition. He wants to give the democrats that are coming up for re-election in November a way to vote "NO" on the bill and still have it pass. He dosen't want any of the main portions of the bill to take effect until after his re-election bid. He knows that if taxes have to be increased that it will go against him so he wants to wait until after he's re-elected.

This is an absolute abomination of power, that they will resort to such lengths, when the vast majority of the American Public are so adamantly against the structure and content of a bill. As representatives of the people they need to uphold their oath to support their constituents views instead of all the special interest groups or an Administration that publicly proclaims, “We don’t care what the American Tax Payer wants; we know what is best.

Until the supporter of this bill feel comfortable enough with the project, that they will wholly participate with their families; they need to go back and start over. When the President and all backers of the Health reform are mandated to participate only in their new system should it be foisted on those they are there to represent!

Absolutely not. They are trying to take control of our health care. My wife passed away and after contributing 100,000 to SS only about 9000 went to help our family. SS stopped when my daughter graduated from HS. We could have used that for college. If we had the plan the Pres. Bush suggested at least we would have had some to help with her college.
They are also taking $500 billion from medicare. They should start on controlling the stupid lawsuits which would be a no brainer start on reducing costs. That way Dr.s won't have to order extra unneeded tests to cover themselves. Gettin the illegal aliens out of the country would reduce both health care and education costs tremendously also.

I feel that the people have spoken. We do not want the Gov. giving out health care.
It is like everything else. Health Care Insurance is a priority. Maybe they can not afford it because they have a boat payment or a big new car. I don't think it is right to use tax payer's $$$$ to buy people health care insurance. They can afford to get nails done, have cell phones with all kinds of gadgets but can not give their children $$$ for lunch, or breakfast or provide them with health care insurance. I am over taking care of everyone just because!!!
It is like children coming to school with no breakfast or lunch. My mom worked and she always fed us breakfast before she went to work and packed lunches. She and my Dad had 4 children!!!

Absolutely not. Reconciliation was developed specifically to resolve budget issues. It was intended to provide a means to reach a consensus on a budget bill that contained a multitude of spending facets that needed triming. It was never intended to be used for a single, large issue such as health care. Those proposing to use it for this purpose, should be dumped at the first opportunity.
Do Not Pass This Bill!
written by Rick, March 05, 2010
A bill of this weight should not be passed by a simple majority. Washington would be much better off to listen to "We, The People" and start over from scratch. This bill is way too big. Health care should be reformed, but it should be done slowly. Specific issues need to be addressed one at a time instead of trying to ram through an overly complicated bill.

Republicans aren't "The party of "No"", as indicated in an earlier post. They want to see reform, just not on this scale, all at once - and I think the majority of American citizens agree with this sentiment.

Obamacare is just another entitlement program that the Democrats hope will garner more support for them as they continue to "Buy the people off". The more citizens that are dependent upon the government, the better off the Democratic party will be.

I am a hard-working American. I pay my mortgage. I pay my bills. I visited the emergency room twice in the last month due to my wife's miscarriage and my son's seizure two weeks later. Each time, my current health insurance took care of me. I paid a $150.00 copay and I'm happy with that. Leave my health insurance alone!
No nukes! Stop the naked power seizure
written by Steve Farnsworth , March 05, 2010
"Simple Majority" written by Bill above...you got that wrong, when you said the nuclear option has been used before, by the Repubs to pass a tax cut. No, it has never been used. It has been theorized about only in the 1900's, then threatened in the '90's but defeated then. The trouble is it is not a tactic like a filibuster or a cloture vote to jump a hurdle about one bill...it is a way to change the centuries-old Senate rules by a tactic that defeats all precedent by the rule of one presiding officer (e.g., the vice president of the US) in cooperation with a simple majority of the members.
See this bit from Wikipedia about the drastic nature of it:
"The effect of the nuclear option is not limited to the single question under consideration, as it would be in a cloture vote. Rather, the nuclear option effects a change in the operational rules of the Senate, so that the filibuster or dilatory tactic would thereafter be barred by the new precedent."
I hope our lawmakers resist again this nuclear option tactic, like the Dems did successfully last time it came up.

They should not use reconciliation. However, they should not have to resort to this tatic. There is no reason any bill should be required to have a 60 vote super-majority to pass. That is not what the founding fathers intended.

As for Government health-care, there has never been anything in the bill that would create a Government health care system (socialized medicine). There was at one time a proposal for a Government health insurance company (the so-called public option). That may still pass, depending on which version (if any) passes.

Both parties need to move toward the center. That's where the vast majority of Americans sit politically. The Republicans are way to far to the right and the Democrats are way to far to the left. It is no wonder that nothing is getting done in Washington.

There must be soooooo much money in this that they can't stand it. Follow the money trail. But doesn't it make sense? Here come the baby boomers. Medicare and Medicaid will be stretched to the limits. The government needs to cull the herd. What better way than to take control of health care and delay or deny medical procedures that may save lives. We need to look at the big picture.

Healthcare reform may be his most pressing issue but what the people remember now & are going to continue to remember is that he promised that his administration would be the most open. He promised that the healthcare negotiations would be on C-Span, which it is definately not.

Obama's promise for an open & above board administration has already become the equivalent of George Bush's "Read my lips, no more taxes". Therefore as long as he continues to promote HIS agenda (as opposed to the wishes of the people) and does it behind closed doors & underhandedly (unethical handouts in exchange for votes) he spells his own doom. Ricky, Do you really believe that Obama, Pelosi, Reed and company are interested in benefiting the American public with their healthcare bill? Where is Tort reform in this legislation? Where is there an effort to increase the number of doctors and keep the ones we have. Where is the 'honest' effort to provide universal coverage? Why don't they want the results of any healthcare bill to apply to themselves? This is simply an effort to gain bureaucratic and political control over one sixth of the American economy. They are just following Saul Alinsky's "Rules for Radicals. They plan to break our present form of government by overloading it, as Alinsky recommends. Yes we need reform to the health care system. No, we do not need the Obama total reform with it's 2,600 pages of convoluted regs that include 176 new govt agencies to administer it, the convoluted method of accounting for costs (pay in for 4 years without any benefits paid out, then began dispersing benefitsin the 5th-10th year),thus; the "cost" is only 1 trillion. So...Obama what's the cost for the next 10 years??? 4 trillion!!! Dems say this gives Americans freedom to choose doctors and health plan. Right...you MUSY have insurance or befined or jailed...that's freedom! You must submit to gov't review boards to bedeemed eligble for benefits. That's freedom!
TGet with it America, Obama is a socialist and this is a socialist program. If the Dems/Obama were sincere about it being good for America, why not get the reform done in incriments? Why the big rush to eat the whole pie? PWER and CONTROL...that's why.

By the way...If you have insurance either thru your employer or individually, and you are laid off...how do you still afford health insurance under this plan? You guessed it...THE GOV'T pays (taxpayers). Today that would be 17% of 150 million workers who are unemployed or under employed who would now be receiving gov't subsidized insurance. States can't apy unemployment benefits now! So it makes sense to add this expense to unemployment benefits???? Sombody's math is BAD!

Hey "US Citizen", The Repubs are NOT against anything or everything. We ARE against this Obama plan. Repubs are in favor of incremental changes that make sense and do not cost money...notably, tort reform that is more than the token geture that Obama is currently offering. DOCTORS will tell you that a huge % of thier practice involves redundant, and defensive testing and documentation lest they get sued or lose malparactice insurance. The estimated savings for tort reform is 300,000 BILLION dollars! The change to inter-state insurance purchases would draw much more compitition in insurance rates, etc. etc.
Honestly, do you really believe that gov't-run ANYTHING is efficient and cost-effective. PLEASE show me examples. Please don't tell me Medicare is an example and please don;'t tell me Medicare is a "handout' to older Americans. But I also think it is an outrage that someone can live here in the united states and work every day and not be able to afford medical coverage or purchase a home. this is why the value of the dollare continues to go down. I think if you run a business with employees earning 10 or less an hour in need of medical coverage there shoud be a medical program ware a small aount comes from the employee and another small amount is payed buy the owner. And allow them to receive medical like low income families. I dont know what the bill thats being passed says, I haven't read it. So I cant give a real opinion on that. written by Independent Senior, March 06, 2010
The original question was whether reconciliation should be used and the answer is that the healthcare bill has already been passed and only needs to be approved by the House and its a done deal. Reconciliation will be needed to restuff the bill with those items that the House wants to see in it, which will be decided behind closed doors as usual.

My answer is No, especially since the reconciliation process was never intended to be used this way. It was to handle budget issues. For those of you who will counter with "Well Bush used it for tax cuts", remember that taxes directly affect the budget while special deals in a healthcare bill do not. Even the author of the reconciliation process is opposed to using it for this and he's a dem. I hope you all remember in November since it appears that will be our only chance to right this wrong.

as an American worker and taxpayer who does not have insurance through by employer and can't afford it, all I can say is something has to be done. Everyone is saying that if we listen to the Democrats/Republicans, we're screwed. Well, if we don't get some kind of national health care bill passed, then we really will be screwed! smilies/angry.gif
